I think Pillars of Eternity 2 Deadfire was fully voiced. That was an awesome game. Disco Elysium: Final Cut. Not a high fantasy setting but Wasteland 2 and 3 are both really good. Coming off Divinity 2 myself, I'm giving Pathfinder: Kingmaker a go. It isn't fully voiced (but many bits are) I'm finding it a lot of fun.
