You gotta use that stupid little metal girder to act as a bridge, once you get onto the tower, the canopy keeps the rain off and you can climb. There should be a metal girder. If you shoot it with an arrow, it forms a bridge you can cross over the malice. I'm pretty sure there's an area shielded from the rain.
