Honda civic parking brake stuck

So I'm stuck in a parking lot with my parking brake stuck on. The lever goes up and down but it's still stuck. I can feel pressure on the lever, tried pumping it and nothing. It's below freezing and starting to get dark, I don't want to have to drive with the brake stuck on.
